Add a stderr compatibility patch for consideration.

+This makes the default for a protocol-28 server process be --stderr=client
+instead of --stderr=errors.  See rsync's github issue 95.
+
+To use this patch, run these commands for a successful build:
+
+    patch -p1 <patches/stderr-compat.diff
