kernel/Makefile: don't assume that kernel/gen_ikh_data.sh is executable

If the user downloads and applies patch-5.1.gz using patch(1), the x bit
on kernel/gen_ikh_data.sh is not set.

  /bin/sh: 1: ./kernel/gen_ikh_data.sh: Permission denied

Fix this by using CONFIG_SHELL.
