ctdb-tests: Set test timeout to an hour

ctdb-tests: Set test timeout to an hour

The current 10 minute timeout is causing autobuild failures in some
environments.

This timeout is simply meant to stop a test run from hanging
indefinitely due to a broken test.  A 1 hour timeout is better than no
timeout.
