This fixes net rpc vampire when talking to win2k (<sp3).  win2k sends
back a different sized blob of encrypted password data then we were
expecting.  There's an extra 32 bytes of unknown stuff.

Add samstrict_dc from metze (been sitting in HEAD for way to long waiting for
me to review it).

This patch works well for a DC running with trusted domains, becouse it lets
you check the local SAM first, but only for this domain's users.

Fix bug #95: net did not build when ldap was installed, but --without-ads

Cope with cumulative permissions sets. This code is #ifdef'ed out at the
moment as I don't think cumulative permission sets make sense in POSIX even
though that's the way Windows works....
