   1 TODO (SoC project):
   2  - move ini parsing stuff to seperate file param/ini.c
   3  - parse "passdb backend" setting and parse tdbsam/passdb based on it
   4  - test ldb_map backend (testsuite?)
   5  - testsuite for the static upgrade
