Updated WHATSNEW.txt for 1.9.18alpha14 release.

Added CVS_ACCESS to tell people how to use cvs
to keep up-to-date.

+The machine samba.anu.edu.au runs a publicly accessible CVS 
+repository for access to the source code of several packages, 
+including samba, rsync and jitterbug. This document describes 
+how to get anonymous read-only access to this source code.
