policy handles that are create by Connect?() calls on the samr pipe.

these bits come from the wireshark/ethereal sources where they have
been documented for a long time.

the bits :
  connect to server
  initialize server
  create domain
were added to wireshark/ethereal in svn 8080   Jul 24 2003

  open domain
  enum domain
