asn2wrs.py: always use relative paths

Avoids absolute paths when using cmake and doing an in-tree build.

Before (source directory is /tmp/wireshark):

    /*--- Included file: /tmp/wireshark/asn1/t38/packet-t38-exp.h ---*/

After:

    /*--- Included file: packet-t38-exp.h ---*/
