Fix interactions between AutoCommit=0 and transactions in perl
Oddly, you are not even allowed to start a transaction while
AutoCommit is 0, instead it is 'just there' waiting for you to use it.

Fix tests to work with the current build farm scripts

Use transactions properly in the build farm import script
In particular, this ensures we always do a rollback, which was why
many things were not being processed in the past, as it would
correctly refused to nest transactions.
To do this properly, we also had to explicitly use transactions in the
main hostdb.pm code as well.

raise fd limit to 200. The Samba4 'make test' now needs a few more
file descriptors for some of the recent tests
200 isn't quite enough!

search for host log files in datadir/upload as the location of the
uploaded log files changed this way since r894.
While at it, I also replaced the old shell code with native perl.
