Revert "Windows: upgrade Npcap to 0.994"

This reverts commit 2f82518f7212e13186a4e0bbe65a9838e16178b8.

Npcap 0.994 introduced a crash that will be fixed in next version:
https://github.com/nmap/nmap/issues/1591
