mcp16502_suspend/resume_noirq is only used by SET_NOIRQ_SYSTEM_SLEEP_PM_OPS
when CONFIG_PM_SLEEP is defined.
So use #ifdef CONFIG_PM_SLEEP instead CONFIG_SUSPEND guard.
